When the leader knows that those he's leading are not slaves or subordinate to him, but he's the one that answers to those who elected him to lead them, and if he doesn't do the will of the people, he's gonna be out at the next election.
And that is guaranteed in the Constitution. He cannot ignore or abuse the Constitution or the laws that put him as leader.
He knows the position is not hereditary. It is not his family's right to rule or govern. When the time comes for him to relinquish his position, he does so without regrets or agitation and goes back to his original calling. Politics is not a do-or-die for him nor is it his ONLY daily bread.
He knows he's safe to walk amongst his people, because he has not oppressed or offended them. Nobody will send "juju" to him, or shoot him because they are angry with him. He has not stolen the people's money and he's spending their money, judicuoisly and prudently, as it should be spent as much as he can. He's getting paid commensurately for what he was elected to do, and he's content with what he has.
He has nothing to fear. He's doing what he can for his people. He knows what to do, what he's expected to do. He went into politics because he sincerely and selflessly want to do things for his people (and other people too) to make their life and existence better.
And he's happy and contented doing just that.
That is a LEADER.
