What is the matter with my people and Corruption?

So I received a text on my phone that my permanent Drivers Licence is ready for collection at the Motor Licencing Office, Secretariat, Ibadan.

I went in there today (5th August 2015)
I was directed to a lady who was drinking garri and moin-moin (I have no problem with that at all, as she could be on her lunch break).
The lady was a bit saucy and she looked through her mountain pile of licences waiting to be collected - must be thousands.
After she asked me to go and make a photocopy of the Temporary Drivers Licence, she gave me my Licence.(I signed on the photocopy to acknowledge collecting the licence)
As I turned back to go, she called "Oga, you have to pay N200 o"
I asked "For what?"
She replied "For the text we sent to you".
I asked "What text? Texts in Nigeria cost only N4, why are you asking for N200?
She now had a very good look at me and changed tactics and said "Well, Oga, the N200 is not compulsory o, we cannot hold your licence back, so if you don't give us the money, no problem, but Oga, you no say we never get salary for 4 months"
I replied "Darn right, you cant hold my licence! Go and ask Governor Ajimobi for your salary, not me".
And I left.
Can you imagine how many illegal N200 they have collected or going to collect for thousands of waiting licences?
These are civil servants o! Them and their Ogas at the top will of course share the loot. And that is goddam lot of loot!
Nigerians never cease to amaze me!
